Reporting Server Down

If you look you'll notice 2 things.
1) I moved the report link to it's own block
2) it now displays the last reported date and time.
This is for 2 reasons.
1) to make it easier to report and
2) so you know if someone just reported it so we don't have half a dozen people all hitting the button!!
