Is Battletide for Clerics Working?

I'm thinking about just filing this as a bug report but I'm nearly certain that battletide doesn't work correctly. Nobody in my party ever gets the effect on them and the effects on Adran usually go in and out but are generally non-existent for the duration of the spell. Is this already known or should I file it as a bug?

When you have casted it...i think i have noticed the spell effect....glowing yellow....but never can tell if it adds anything to my buff bar....I can try and pay more attention next time.

It does the glowy effect on Adran at the initial cast but very rarely on anyone else in range. Anyone inside the ring for the duration should get +2 attack +2 magical damage which Adran also hardly ever gets.
