Mayor's relationship with the Guard and Army/Navy

What is the Mayor's official role with the Guard, Army, and Navy? Obviously the mayor is the populace's elected representative. The mayor also serves on the council and breaks any ties that may arise. But the Guard, Army, and Navy have their own tribunals, and the mayor serves no role on those that I know of.

Does the mayor serve in only an advisory role to the Guard? To the Army and Navy? Or does the mayor serve as the "Commander in Chief" of the Guard? Of the Army and Navy?

In short, can the mayor order any of the above organizations around?

I look at the position as commander-in-chief

kinda like the US pres.

For example Mayor Suna is responsible for creating the Navy. While they have their own command structure Mayor Suna gives them their marching orders.

However that's really only during times of war. While the position approves budget requests and such the Mayor isn't expected to worry about the day to day stuff only the really big decisions.

So the person in this position will be in a position of great power and responsibility...and the DMs will have fun with it :twisted:
