Okay I am going by memory here and will wait for Terry to post on it. The last election, which was also the first, for mayor was about two RL years ago.
At that time there were three candidates, one PC (Sonja) and two NPCs (Suna and Anna) At that time only resident characters could be nominated and only one vote per player, not Gamespy or forum name or character or anything else but the player.
That being said there were public debates where PCs could ask the candidates for answers to specific questions and I believe we had two such gatherings. At voting time the characters would get a token at the voting hall and talk to the voting golem and cast a vote. Terry then bumped the votes up to the proper numbers to reflect the number of NPCs that the total island population would represent.
Other than Terry and Al the only others there at the time still playing are Layl and Azura and so both of them may remember more.
Is it still basically the same this time as the last is my question.

Things will work about the same, you'll enter the hall pick up your chip, talk to the npc and cast your vote(No chance of a hanging chad). Once vote per character (Not player)
Anyone can vote but I'd prefer local characters only run.
We will probably push back the vote though, I know a lot of normal players are involved in a plot on Hala and we want to make sure everyone gets a chance to vote.
Other then that you are pretty much on the dot. Oh and Suna isn't running for reelection, she'd rather work on growing her business.
