Attacking netural NPCs

I have looked in the rules and searched the forum. What is the policy on attacking netural NPCs without a DM present? I am assuming it's a no no but I want to be sure as I will want to do it at some stage. Already 2 NPCs have bothered me deeply IC.... :evil:
