Question about Greater Sanctuary

I noticed that while my character had the spell greater sanctuary on, some enemies were able to hit regardless of the 100% concealment bonus, and spellcasters were still able to target my character (I presume they had true seeing or see invisibility on.) Is this as intended, and if so, what's the spell meant to do altered? Is it just an invisibility spell now?
