Almost there with the Wood Elf

Happy new year. Happy to be back with an almost not broken hand. I had a question about some wood elf problems. They are almost fixed but I now have a net loss of 0 on my con. (as in if I started with a 10 then make charter the con jumps to 12) and I have a -2 to wiz. Can these be fixed after the charter is made or do I have to start over when there fixed.
