...how does a player help resolve the issue?

That's the more generalized question which covers the situation Fae'lar'en is in. I've been playing that PC for three quarters of a year now, and he's still not past level 9 due to his mechanical thing. I'm sure this has happened in the past somehow as well.

So what do you advise a player to do in this kind of situation? How do players move things like this forward?

Perhaps as an option you could ask if you could be allowed to progress and then get a rebuild once the problem is fixed?

It would spoil some RP possabilities I guess but its something.
