Spellcasters divine/mage

If a mage/druid/cleric who worships a Hala deity, will they get access to all their spells on Arkaz or is there a cap or daily task to be done to get access to the spells being only 1 plane away?

Clerics and Druids are restricted to level 5 or less unless they follow a local god. Mages are erstricted to below level 7 unless they find the IG way to gain access to the higher levels.
